North Dakota Insurance Commissioner Jon Godfread on Monday released the finalized health insurance premium rate changes for Affordable Care Act (ACA) plans set to take effect in 2027. These adjustments directly impact individuals and small businesses in Bismarck, Mandan, and across Burleigh and Morton counties who rely on the ACA marketplace for their health coverage.

The Commissioner's news release included a detailed table outlining the rate increases for both small group and individual market ACA plans. Key providers mentioned in the release include UnitedHealthcare, Blue Cross Blue Shield of North Dakota, and Sanford Health Plan. Commissioner Godfread confirmed that his office actively scrutinized the initial proposals and subsequently reduced some of the requested premium increases from these companies for the upcoming year.

Godfread, a Republican, explained that the process of setting these rates involves a thorough examination to protect consumers. He detailed that his office conducts comprehensive reviews of insurers' financial condition, their claims costs, administrative expenses, and profit margins. "Protecting consumers means scrutinizing what insurers charge and making sure they pay claims when people need care," Godfread stated. He added that the approved rates reflect what the review determined was necessary for companies to meet their obligations and maintain financially sound operations, thereby ensuring North Dakotans have dependable insurance options.

The Commissioner acknowledged the broader economic pressures on healthcare costs, noting that the unfortunate reality is premiums must cover the expected cost of providing coverage. He also underscored a collective responsibility, asserting that insurers, hospitals, other providers, and policymakers must all work together to make healthcare more affordable. Godfread specifically highlighted the strain on local families and small businesses, emphasizing that they "cannot keep absorbing these increases." This state-level rate adjustment for 2027 comes amidst a national trend where Obamacare enrollment has seen declines in 49 states.

For Bismarck and Mandan residents considering their health insurance options, open enrollment for ACA plans will run from November 1 through January 15. Consumers wishing to ensure their coverage begins on January 1 are advised to complete their enrollment by December 15. Individuals and small businesses can explore and purchase available plans either through the official federal health insurance marketplace or by consulting with a licensed insurance agent. Additional information can be sought from the state's insurance department.
